Capacity Building

The Building Institutional Capacity for Effective Petroleum Revenue Scrutiny (BICEPS) programme builds upon the work of the P-TRAC index. Under the programme the results from the P-TRAC Index will be used as a basis for training members of the Public Interest and Accountability Committee (PIAC) to build their capacity.

Under the Petroleum Revenue Management Act 2011 the PIAC will be responsible for monitoring compliance with the Act, promoting public debate on “whether the spending prospects and management of revenues adhere to development priorities,” and providing independent assessments to assist Parliament and the Executive in the oversight and performance of revenue management programs.

The project aims to build capacity of the PIAC in relation to its role in advising Government on the use of petroleum revenues and in monitoring the accountability and transparency of the revenue management process.
