Parliament must act on Financial Administration Tribunal
Dr Michael Ofori-Mensah and Mr Lucas Rutherford write in the Public Agenda

Dr. Michael Ofori-Mensah and Mr. Lucas Rutherford of the Governance Centre at The IEA argue for the immediate removal of legislative imediments to the establishment of the Financial Administration Tribunal.

They argue that there are significant gaps in the existing public financial management infrastructure. Significantly, the Auditor-General reports of financial malfeasance in Ghana's public services go largely unawnswered, despite efforts of the Public Accounts Committee of Parliament.

Whilst the Financial Administration Act 2003 creates a Financial Administration Tribunal, a body with the responsibility to enforce Parliament's recommendations on the Auditor-General reports, the FAT has yet to be established. One key reason appears to be the reluctance of the Judiciary to play a leading role in a non-judicial tribunal. The authors argue that legislative amendments are required to overcome this.
